Background
In
the long history of development, Nepalese society has experienced
and learned several good practices and lessons in the local
development context. Along with this, due to lack of participation,
transparency and accountability, many cases of corruption,
irregularity and misuse of resources have been noted which further
deteriorated the country's development culture and practices and
destroyed social harmony too.
In the changing
political and socio-economic context of Nepal, improved governance
system has become the fundamental requirement in addressing number
of socio-cultural, economic, environmental and political issues of
the country. In the process of building new Nepal, a new model of
governance must be established so that civil society is given a
larger role in the decision-making process.
The practice of
Social Accounting and Audit (SAA) is growing globally these days. It
is the frame-work which allows an organization to build-on through
its mission, values, objective and activity. The process of SAA
ensures continuous improvement in performance through the chain of
accountability with stakeholders. SAA fosters the principle of
participation, transparency and accountability, which ensures the
programmed as well as organizational effectiveness. It is linked
with sustainable development which explores social, economic and
environmental performance and impact.
SAF-Nepal, as the
pioneer NGO in SAA in Nepal, is established by a group of young
professional to work collectively for good governance. Realizing the
national obligation in one hand and anticipating peaceful and bright
Nepal on the other are the fundamental thoughts to come up with
establishing the organization 'Social Audit Forum, Nepal (SAF-Nepal)'.
Having a team of diverse academic and professional background with
more than a decade long experiences in different sectors in Nepal,
the forum aims to appropriately utilized experiences of its valued
members for good governance and sustainable development of the
country.
SAF–Nepal
is not-for-profit making organization registered at District
Administration Office (DAO), Kathmandu and duly affiliated with
Social Welfare Council and NGO Federation–Nepal. It has also
obtained Permanent Account Number (PAN) under Inland Revenue Office,
Kathmandu.
Working
Areas
SAF-Nepal is
established in Kathmandu with its central office at Kathmandu
Metropolitan City, Ward no- 9, Ratopul. The agency is however open
to work throughout the country with due coordination with local
government. The agency believes on cross learning and sharing so
that the understanding and procedures on Social Accounting and Audit
would be uniformed, consistent and wider across the country.

mainly to facilitate and roll-out the principle and practices of
social auditing through empowerment of poor, women, dalit, disables
and excluded community to create self-reliant society.

Participation
Participation is
the fundamental values of SAF-Nepal. SAF-Nepal believes that the
physical and psychological participation of the concerned
stakeholder in the process of decision making, implementation,
monitoring & evaluation and benefit sharing can ensure the
meaningful participation in the real sense.
Transparency
SAF-Nepal in
itself is a 'open society' where any kind of public action or
behavior is not hidden. SAF-Nepal ensures transparency in decision
making, implementations and benefits sharing amongst the
beneficiaries to the maximum extent. However, individual rights will
also be recognized in maintaining transparency.
Accountability
One of the
important values of SAF-Nepal is to make a person or institution
accountable towards its own action or decision. The organization
thus assumes that duty bearers are entirely responsible for any kind
of work under their preview. Every activity performed should be
accountable towards its stakeholders. The chain of accountability at
all level ultimately contributes for good governance.
Cost Effectiveness
SAF-Nepal
promotes the cost effectiveness in each and every
activity/interventions. The values of cost effectiveness tries to
maximize the result that of planned. SAF-Nepal promotes that the
local resources are maximum utilized to ensure cost effectiveness.
Inclusive and Equity
SAF-Nepal
promotes diversity and inclusiveness in each and every activity
carried out by the agency. Particular attention will be made to
bring the excluded into the mainstream so that it reduces the
feeling of exclusion. SAF-Nepal equally encourages equity in
bringing up the status of poor and excluded who were traditionally
been oppressed by unjust state policy and society.
